About Natalie Higgins

Natalie Higgins is the Executive Director of the Public Higher Education Network of Massachusetts (PHENOM). Natalie is a proud first-generation college graduate and received her B.A. from the University of Massachusetts Amherst and her J.D. from the Northeastern University School of Law. PHENOM unites students, staff, faculty, alumni, administrators, and the larger community to advocate for more accessible and affordable, quality public higher education in Massachusetts.
